FLA（公平劳工协会）是作为一个独立的监督系统而存在的，它的目的是确保所有参加FLA的公司企业可以对其产品的生产条件负责。为了进一步地推广公平、合适和人性化的工件条件，FLA（公平劳工协会）在ILO（国际劳工组织）核心劳工准则的基础上制定并在行业范围内实施了一项“工作场所生产守则”。
